The new topics defined by Nesma will help to increase the maturity of Cost Engineering for IT. Currently the focus with respect to estimation in IT is on effort and duration. The effort is often driven by the market price or the available IT budget. This doesn’t have to be a problem if a reduction of effort is the result of a reduction of scope. If the effort is reduced but the scope remains the same we have an issue and a potential overspent of the project. Important role of the Cost Engineer is to determine the costs for the defined solution and to verify if this fits in the available budget. Sizing, Estimating, Productivity and Benchmarking are topics that will support the IT Cost Engineer in his job and help to increase the maturity of Cost Engineering for IT in general.
